HUMAN RESOURCES MANAGER

The Human Resources Manager leads Human Resources practices and objectives to
develop a culture of world class service through emphasis on the company’s
core values of safety, integrity, customer focus and respect for others.
The Human Resources Manager coordinates implementation of services, policies
and programs through Human Resources staff and assists and advises company
executives and managers about Human Resources issues.
The major areas of responsibility include: human resources planning, staffing
and recruitment, performance management and evaluations, compensation and benefits
administration, employee orientation, development and training, employee relations,
compliance with employment and regulatory requirements, and policy development
and documentation.
- Supervise Human Resources staff to assure efficiency, innovation,
and a positive work environment

Develop HR staff, through coaching and counseling, to enhance professional
growth and proficiency
-
Develop a Division budget and manage the Division such that budgetary
goals are met.

Direct NBU employee recruitment and hiring, employee relations, and employee
benefits
-
Administer NBU’s benefits program including competitive reviews,
vendor negotiations, and management of enrollments, and ongoing employee
needs
-
Ensure HR policies, procedures and practices are kept current and comply
with federal and state laws and regulations, including reporting requirements
and employee notices
-
Create procedures to update job descriptions in a timely manner and provide
technical advice and assistance to managers on job descriptions
-
Assist senior management in developing workforce projections, retention
programs, and career development programs, including employee awards
and recognition
-
Assist with strategic planning in the areas of succession planning and
employee recruitment and retention.

Advise and assist management in employee disciplinary actions
-
Advise and assist employees and applicants on NBU HR policies and procedures
-
Oversee the application, interview and post job offer processes such
that NBU acquires and retains quality employees.

Oversee the performance management and evaluation process to assure consistency;
provide advice and assistance to management in both technical and administrative
areas.

Oversee the employee pay and benefits system, including health and wellness
programs.

Oversee the development and implementation
of NBU’s training and development program
including: employee orientation, employee development
and training programs, and management development
and training.

Oversee the Worker’s Compensation and drug testing programs and
coordinate issue resolution with the NBU Safety Manager.
- Bachelor’s degree in Psychology, Public Relations, Public Administration,
Communication, Business Administration, or a related field is required.
- Four to six years experience in Human Resources, including at least
two years in supervisory management.
- PHR/SPHR certification, while not required, is a plus.
- A valid Texas Driver’s License is required to operate a company vehicle
when necessary.

- Proficient in utilizing current versions of computer
software and hardware provided by NBU to produce memos, reports, special
operating
reports, graphs, spreadsheets, and other documents that are clear, accurate
and grammatically correct.

Strong analytical skills in assessing organizational change and alternatives
to resolve problems and obstacles.

Ability to set priorities and multi-task so that assigned duties are
completed under pressures of deadlines and time constraints.

Ability to learn, communicate and apply NBU business needs within the
Human Resources Division

Ability to multitask and to provide HR support to supervisors and managers
on a range of HR issues and in a variety of settings

Demonstrated ability in employee relations, talent development, compensation,
benefits, staffing and payroll

- The job is set in a general indoor office setting.
- Physical
requirements are that of a standard office environment.
