(New Braunfels, TX \u2013 December 8, 2022) After a comprehensive review of New Braunfels Utilities (NBU) water and wastewater Impact Fees, which began in early February 2022, the New Braunfels City Council approved the updated maximum allowable impact fees on November 14, 2023. Impact fees are allowed by the Local Government Code to provide a mechanism for new development to pay for its impact on water and wastewater systems.<\/p>\n\n\n\n

Impact fees are calculated based on a ten-year Capital Improvements Plan (CIP), land use assumptions, population projections, and per capita use.<\/p>\n\n\n\n

Impact fees are generally calculated for a ten-year planning horizon and must be reviewed and possibly updated every five years according to Chapter 395 of the Local Government Code. However, updates may be initiated whenever the entity charging the impact fee believes it is necessary. <\/p>\n\n\n\n

The maximum impact fee increase is designed to aid NBU in recovering capital improvement infrastructure costs. Capital improvement projects are required to serve new developments over the next ten years.<\/p>\n\n\n\n

The New Braunfels City Council approved maximum impact fees for a residential 5\/8 inch meter at $19,448 per Living Unit Equivalent (LUE) for water and $6,244 per\/LUE for wastewater. The NBU Board of Trustees approved the collection rate of 100%, with an effective date of February 1, 2023. The new impact fee rate will change for developments in which the final plat was recorded before June 20, 1987, or after January 31, 2023.<\/p>\n\n\n\n

\u201cThe impact fee provides a mechanism for new growth to pay for new growth and its impact on the water and wastewater system and keeps current customers from bearing the cost of infrastructure that serves that growth,\u201d said Chief Executive Officer Ian Taylor.<\/p>\n\n\n\n
