Our Board of Trustees
New Braunfels Utilities is a municipally owned utility, governed by a five-member Board of Trustees. The Board consists of four community members appointed by the New Braunfels City Council to five-year terms and the current mayor of the city. This group sets overall policy direction, adopts the annual budget, and provides oversight of NBU’s electric, water and wastewater systems. Together, they ensure that the essential services we provide stay reliable, transparent, and responsive to the needs of our community.
Each trustee brings a deep commitment to public service and a long-term view toward strengthening our community through thoughtful, responsible utility governance.

Trustee
Wayne Peters graduated from the University of Southwest Louisiana with a Bachelor of Science degree and became a certified public accountant. Mr. Peters retired from Shell Chemicals, where he was the Vice President of the Ethylene Oxide (EO)/Glycols Business for Shell Oil Company. Prior to serving on the NBU Board, he was elected to the New Braunfels City Council, District 5, in 2014 and was reelected in 2017. He was first appointed to the NBU Board in November 2020 and was reappointed in November 2025. He currently serves as President of the Board.
Judith Dykes-Hoffmann holds a PhD in Geography from the University of Texas at Austin and specializes in cultural, historical, and urban geography. For the past nineteen years, she’s taught at Texas Lutheran University in Seguin, Texas. She and her husband, Tobin, have deep roots in New Braunfels and stay actively engaged in the community. She was first appointed to the NBU Board in November 2007 and currently serves as Vice President of the Board.
Mayor Neal Linnartz is an ex-officio member of the NBU Board of Trustees as Mayor of the City of New Braunfels. Mayor Linnartz was elected in May 2023. Neal Linnartz graduated from Texas A&M University and later earned his Juris Doctorate from St. Mary’s University School of Law and has built a career as an attorney in the community where he grew up.
Stuart Blythin has over 25 years of experience in resort management. He and his wife, Tasha, currently own and operate Camp Landa Resort in New Braunfels. They have four children, five dogs, 12 chickens, and two goats. Blythin has always had a passion for community service and is involved in several leadership organizations in New Braunfels. Prior to his appointment to the NBU Board in November 2024, he served on the NBU Rates Advisory Committee and was the Co-Chair of the NBU Community Advisory Panel.
