NEW BRAUNFELS, Texas (August 18, 2025) – New Braunfels Utilities (NBU) has appointed Jessica Williams as its new Chief Financial Officer (CFO), effective Aug. 11, 2025.
“I am honored to join NBU and help ensure we continue delivering safe, reliable services our customers can count on,” Williams said. “Our challenge—and our responsibility—is to invest in the infrastructure needed to support a growing community while keeping rates affordable. This commitment to affordability is a key part of our service delivery strategy.”

Williams brings more than a decade of leadership in municipal finance, budgeting and strategic planning. She holds a Master of Public Administration and is a Certified Public Finance Officer. In her new role, she will oversee NBU’s Finance and Energy Risk departments, which include accounting, budgeting and risk management. Williams will succeed Dawn Schriewer, who is retiring as NBU’s Chief Financial Officer after 20 years of service.
“We are pleased to welcome Jessica Williams to our leadership team,” CEO Ryan Kelso said. “She brings extensive experience in municipal finance and a proven track record of developing effective funding strategies and modernizing financial operations. Jessica is well-equipped to help NBU maintain a strong financial position, balance affordability with reliability, and ensure our long-term financial stability for the benefit of our customers.”
Williams previously served as CFO for the cities of Denton and Wichita Falls, TX, and for the Oregon Public Employees Retirement System. Throughout her career, she has spearheaded major funding initiatives, implemented innovative financial systems and earned multiple Government Finance Officers Association awards for excellence in budgeting and financial reporting
